ON DECEMBER 13, 2000, Jason Fulmer was admitted to Huntingdon Hospital after a workplace accident. There, nurse Annette Dobson applied wrist restraints to him before briefly leaving the room. When she returned, Fulmer had fallen off the bed and was hanging by his arms from the restraints.
