Preterm infants have not yet developed enough neurologically to handle the stimuli they encounter outside of the womb. For example, the risk of permanent hearing loss in infants in the neonatal intensive care unit (NICU) is 10 to 20 times higher than in the general population. 1 And the problem of prematurity is a significant one: the United States has a preterm birth rate of 12%—well above the 7.6% goal of the Health People 2010 initiative. 2

Of the $36.7 billion spent on neonatal care in 2003, more than half was spent on the preterm population. ...
