As a retired nurse, I've always felt that it comes down to adequate staffing and supplies, reasonable hours and compensation, and support from nursing administration. "Adequate" staffing today is not the same as it was in 1980. Patient acuity and COVID-19 have changed what "adequate" is today. Hopefully these realities will be addressed by hospitals, for without nurses, there will be no hospitals.
