CMS releases first home- and community-based services quality measure set. Nationally, over 7 million people receive home- and community-based services under Medicaid, including case management, home health aides, personal care, adult day health services, and respite care. The goal of the measure set is to improve the quality and outcomes of these programs through the use of nationally standardized quality measures and collection of comparative quality data. Currently, use of the quality measures is voluntary. However, the Centers for Medicare and Medicaid Services plans to incorporate them into reporting requirements for specific programs. The measures include criteria related to person-centered care, initial and ongoing assessment and care planning, communication between health care providers and patients, and reliability of service provision.
